Session 10 -- Transportation and Land Use: New tools for community planning

How and where have transportation-land use analytical tools been applied to support regional land use and transportation visioning efforts? In addition to a brief overview of national experience, this session showcased both regional and community applications of tools used in Orlando, Tampa and other communities as well as Fort Collins, Colorado.

Christopher Porter moderated the panel focusing on various scenario planning tools used today as well as providing examples of integrating transportation and other models with a land use forecasting model. Mr. Porter also relayed key questions to consider when selecting and using a land use analytical tool.

Larry Mugler discussed Denver’s experience using different scenarios to achieve various policy considerations, i.e., compact versus expanded urban footprint and transit versus highway options. These scenarios were measured against twelve indicators covering a range of transportation, land use and environmental themes.

Phil Laurien described his experiences working with MyRegion.org. The challenge is to plan for regional issues such as water, environment, transportation, school concurrency and affordable housing while acknowledging each community’s autonomy in land use decisions. Building relationships with elected and appointed officials and the development industry and citizens has helped to develop a common vision for the region which in turn has fostered visions to be implemented in local communities as well.

Randy Goers, Urban Planning Manager, City of Tampa, presented on INDEX, an integrated suite of GIS tools developed for:

  • Assessing community conditions.
  • Designing future scenarios.
  • Measuring scenarios with performance indicators.
  • Ranking scenarios according to goal achievements.
  • Monitoring implementation of adopted plans.

Chris Sinclair, President of Renaissance Planning, introduced the audience to CorPlan, a community-based planning model that estimates land development potential using community elements as its building blocks. This tool can be used to estimate land development potential and how that potential translates into the location of households and jobs. Each community element is illustrated with a plan graphic and photos to convey the look and feel of the element. Each element is also defined with land use, infrastructure and socioeconomic information used to estimate the development potential of an area. Users can then estimate land development potential in CorPlan by assigning one of the community elements to a subarea. Scenario model outputs can be exported to Excel allowing for user manipulation and customized summaries.
